Ineke Lemmen
Based on a personal commitment and a clear vision for the circular economy, I work with various people on innovative programs and projects. I am also a consultant, coach, program manager and teacher. I know how to connect people to achieve results together with decisiveness and enthusiasm.
Building and implementing innovative assignments with an action perspective is what I like to do.
My areas of work are biobased & circular construction, agro & food, entrepreneurship, (inter)national business development and incubators.
At Utrecht University I studied Remedial Education (1982) with a specialization in psychology. I followed various (management) courses in the field of entrepreneurship, program management (IPMA) and the private and public sector.
I worked as an orthopedagogue at various school counseling services. Then I made the switch to the national government. First at the Ministry of Housing, Spatial Planning and the Environment to participate in the Sustainable Building programme. I implemented a sustainability program for the Ministry of Foreign Affairs to make the business operations of our embassies around the world more sustainable. After that I chose the Ministry of Agriculture, Nature and Food Quality to contribute as a program manager to various innovation programs at home and abroad. Together with prof. Rudy Rabbinge, I facilitated the worldwide network of the Global Research Alliance (GRA) for 2 years with the aim: ‘bringing countries together in finding ways to grow more food without growing greenhouse gases emissions’.
As a project leader at the Expertise Center for Procurement for the Ministry of LNV/EZK, I started working on stimulating the use of Biobased Building Materials in new construction and renovation.
Together with Stichting Foodculture Group (founder) we won the 2nd prize Sustainable Tuesday (2007) for the Foodculture concept. A design in which sustainable production and consumption were central. We organized 2 harvest parades in Limburg with a reach of > 20,000 visitors.
In 2008 I won the 3rd prize for Sustainable Building together with Stichting Groene Matruska.

Students as catalysts for innovations.
The student challenge is a competition in which multidisciplinary student teams of various nationalities from the Netherlands and Sweden participate. The NL embassy in Stockholm makes the innovation space available for this purpose and in this way stimulates innovative learning and experimentation. There is no better way to prepare students for the future than to get them to work on concrete issues during their studies. The educational concept is based on challenge-based learning. This concept has already been tested in the EZK program Versilverjetalent (2018-2019) that I developed. In 2021, the GroUp e-health challenge of the University of Groningen (RUG) and Uppsala University started.

Senior expert and trainer
I have been active at PUM Netherlands senior experts for more than 10 years. PUM works on behalf of the Ministry of BUZA. I often advise on setting up strategic plans for strengthening economic sustainable development in specific regions. But also developing a plan of action for the UN for the largest women’s network Kowani in Indonesia. Countries I visited: Panama, Zambia, South Africa, Georgia, Algeria, and Indonesia.
In addition, I am a trainer of intercultural skills and I supervise intervision meetings of PUMmers.
